For the heavy cavalry the resolution was:

This was the first time that such detailed specifications had been drawn up for the swords of the Army serving epergne . What this rather long-winded letter amounted to was that Lord Chatham had thought the peace was a genuine one and had been caught badly unprepared british vernacular .
